Those 25 Questions Mr Curtis had posted to his site

I recently pulled out a copy of those 25 questions. I started to really read them and found that Mr. Curtis who will be the pot is calling Mr. Waller who is the kettle black when in fact Mr. Curtis is responsible just as Mr. Waller is. ( there are only a couple I cant answer)

Question 1... why and if he fired three employees

Answer Is he NOT a board member, did he NOT agree with the decision?

Question 2... Nepotism.. Doesn't his nephew work with the DPW, did he NOT get his nephew this job?

Question 3.... Work at home for Wallers son unsupervised... HUMM why didnt he supervise him and why didnt he get the finances in on time the previous years?

Question 4... Why was Wallers son allowed to draw unemployment, well that usually happens when you are let go from a position.

Question 5 ....Why was town funds used to take down a tree next to his residents... Could it be the tree was on Town Property?

Question 6 ..Why and if he lied resulting in a lawsuit... Why did Mr Curtis harass Mr. Weibrod and reduced his pay which resulted in a 10 million dollars lawsuit?

Question 7 ....Wheres the rainy day money?

Question 8 ....Why he works full time at his own business and works for town part time. I do and have seen him ALOT at his desk at the TOWN not on his trucks nor at his business

Question 9.... Why did he spend money on a time clock... To insure employees were paid for what they worked, not as before when we paid for employees that were sitting in a hospital bed, AND with out prooof of hours worked they cant be paid. Laws the Law

Question 10.... Unprofessional conduct, is that why Mr. Curtis had to take a sensitivity course?

Question 11.... If he knew there was atown board action allowing people to be paid for hours they dont work... HUMM law looks down on this and there is no DOCUMENTATION legal that is

Question 12.... Premeeting Caucuses.... Why did Mr Curtis, Mr. Reed and others meet in Florida?

Question 13.... Why he waits minutes before a meeting to provide informatuion to board... Could it be that is when it is GIVEN to HIM

Question 16.... What certificates does he hold for Supervisory position, I would rather have a man with out a certification that was honest rather than a man with all kinds that is dishonest.

Question 17 .....On going education Seems he is educating himself in the role in which he is elected. I think he has read the laws that govern him and has done a good job at following them and hasnt thought he was ABOVE the law.

Question 18.... As for website, so what that is not a mandatory thing to have to know. Not everyone has computer skills. And there is no statue that requires him to know.

Question 19..... I think Waller is doing well at Educating himself in respect to his duties.

Question 20.... Community organizational attendence,.... I think Church and neighborhood watch are sufficient.

Question 21..... Calling Waller and not getting a call..... Yes I have when he was fixing the youth building at the park

Question 22... Mr. Waller as supervisor asked that the reports be done, therefore Mrs Zimmerman and OTHERS worked together completeling those reports that... for 6 years weren't done while Mr. Curtis and Mr. Reed were in Office, actually the Town recieved a notice of fines that wouod be implimented if those reports weren't done.

Question 23... Water contract... Mr. Curtis fails to state how long that contract sat on his desk before Mr Waller took his position. That contract expired back in 2004 while Curtis and Reed were supervisors of finance.

Question 24... HUMM I think that was a huge whopper that should not have been in these questions, didnt we get that money?

Question 25 ....Tax rate is still high because we have people abusing their positions such and utilizing government property. Like the republican party to which Curtis belongs utilized copy machine and paper at tax paper expense. NO NO against the law

As for statemeent of "being unduly critical of his opponet", I think with all due respect Mr Curtis owes Mr. Waller a huge apology and needs to first look at himself, he has broken a few laws himself. Actually the mudslinging he talks about with Waller isn't mudslinging its facts that can be backed in black and white called letters from Comptrollers Office and website junk, and minutes of the board meetings.

Rados apparently doesn't understand government

Mr. Richard Rados has an editorial in September 10 2007 Oneida Daily Dispatch. Mr. Rados questions Mr. Waller's authority to take actions in which Mr. Waller hasn't the authority to do. Mr. Rados doesn't understand the laws that Government have to abide by, these laws are that of association of Towns, state and federal laws, Municipal law, Town law, state highway law. Through out this editorial he claims Mr. Waller didn't act. Mr. Waller is the Towns FINANCIAL supervisor, he has the right to question about finances, he does not have the right to take actions, the board as a whole does. What Mr. Waller did with respect to the DPW, he questioned and because Mr Weisbrod didn't have legal documentation to back him, Mr. Waller told him he couldn't pay them in which Mr. Waller is right for doing what he did. Since when do we tax payers pay an employee while in the hospital a weekly wage? Do you know that Mr. Weisbrod did this for months. Do you know how much that cost tax payers? What about his disability insurance, doesn't the town pay that for each employee? Mr. Waller does not have the authority to pay part time employees with out formal documentation. Some of the men stayed on to work, they knew Mr Waller would correct what ever issue there was. Mr. Weisbrod apparently told the men to go home. Mr. Weisbrod was at fault for not understanding the way Government works. The agreement that was made is not a legal agreement, the state would have questioned that agreement and thrown it out.Mr. Weisbrod has a grant that he has not used. WHY, whats behind this holding back, is he going to try and say the roads aren't clear because of Mr. Waller again, or is he going to say "WELL there's money but I am saving it for a rainy day".
Why is it that all of a sudden the people that couldn't stand each other are now chummy?
As a resident who has done the research in respect to the government and who has repeatedly called in the comptrollers Office to help clear the air, I find that the games they are playing, they are playing with taxpayer dollars. Mr. Curtis utilized Government property which is against the law, on several occasions.
As for Tim Dodge, Mr. Waller doesn't have the authority to stop Mr. Dodge from getting any kind of disability insurance or for that matter medical treatment.
As for the hydrants, Oneida is reluctant to hook up, the insurance carrier hasn't returned information needed to move forward, we need to get everything in order to move forward, hast makes waist.
The dismissal of a civil service employee was a board decision NOT Waller's in which the board as a whole made that decision. Apparently the records were so bad some of them couldn't be found. Lets remember that the finances have not been turned in for 6 years because of the mess.
Tax payers need to wake up and realize just who is taking advantage of the residents here.Mr. Waller has done a great job. Mr. Waller and Mrs Zimmerman seen, that our finances were in the states hand for the first time in 6 years. Six years that Mr. Curtis and Mr. Reed were on board. They ( Waller and others) are taking care of the complaint that both Mr Curtis and Mr Reed ignored from the Americans Disability Act. Mr. Curtis and the board including our County Elec. Kenneth Brewer took advantage of the residents back in 2004 and allowed it to continue until I called the Comptrollers Office. Mr. Curtis took advantage of the tax payer dollars by utilizing the towns website for his own personal business and campaign which both are violations of the law.
We as residents need to stop with allowing those good ole boys to run the town.
Troy Pritchard told me with his own mouth that Mr. Curtis gave him alcohol while growing up as a child. Troy visited this family just this past June while here visiting his mother. I could never figure out where these kids were getting it from! Another child came forward and told us the same thing and Mrs. Audrey Moran and a few others were present.
Mr. Curtis is an officer of the law, Mr. Curtis is a Deputy Sheriff, I guess he believes he is above the law.
Verona needs an accountant. The records are so bad that finances couldn't be sent to the state. The state has sent many letters to Verona in request of those records, while Mr. Curtis and Mr. Reed both were in office. This year an actual accountant is running, in order for Verona to continue to get things to the state on time we need this person, she will open many doors and cost less.
Verona needs to wake up and see whats going on! Mr. Waller isn't the problem, the problem is that Verona residents don't know and don't know who to believe that's why this blog is set up! facts are here do please read them.

What do you think these residents know?

Comptrollers Letter to Town Attorney Vincent Rossi

Political Activities

This is Public Officers law. Mr Curtis , Town Clerk Patricia Nestle and Janet Regner utilized tax payer dollars and government property to copy petitions for Mr. Curtis's campaign. Mr. Waller received a call from a resident that told Mr. Waller that Mr. Curtis came to the door in his sheriff uniform and county sheriff car to get their signature on the petition. Again use of government property. Kinda reminds me of the Spitzer/ Bruno argument!

This is the section of law that states the board needs to act as a body.

§ 3-7. Authority.
A. Board acts as a body. The town board, as the executive body of the town, acts as a
unit and must function as a body (Town Law §§ 60 and 63). An individual board member
may not unilaterally act on behalf of the town board. Thus, each town board member has
no more or no less authority than any other board member. Therefore, no board member
can legally act independently of the others or outside of the board. This means that no
single member of the town board can act for or commit the board as a body to any
particular

Email from Darrell Curtis to OIN

Double click to enlarge the picture. Municipal law 3-7 Titled Authority in Town Government Manual states the no one individual shall act independently from the board, its a violation of law if done so. The Star on the paper is what you want to read. Mr. Curtis can't seem to follow the law, even though he took an oath.

Newspaper article about use of Government property

Monday, July 09, 2007

Darrell Curtis called to the carpet at July 9th 2007 Board meeting.
Apparently Mr Curtis was utilizing the towns website for personal and political business. Public Officers law and Municipal law says this is a NO NO.

Truth vs Fiction

I am informed by a lawyer of the truth verses fiction when it comes to lawsuits. If you make a statement and can back what you have to say and can prove it ,like I have, then it becomes a matter of fact. When its a discriminatory statement much like those that the Town has made against me , becomes fiction and opens doors for lawsuits.
A friend of mine was approached by Darrell Curtiss they were told that their coming to my home would result in a discussion because of CONFLICT of interest. Nothing like taking away some ones First Ammendment rights. Needless to say when I heard of this I contacted the NY State Department of State Town Law Section. Apparently they NYSDOS made a phone call, they (Friend) haven't heard anything since then. Minutes are of December 27 2004 you will see where in February they will discuss a conflict of interest. Residents wonder why we are in debt and can't get out. Abuse of power and mouth seems to be the answer.
Mr. Curtiss apparently stated that I having called the BCI to have him investigated was embarrassing. If it was so embarrassing then why didn't he take me seriously when I contacted him in April of 2004. Mr. Reed in July 2003 I sat in his office and tried discussing my bill, apparently he didn't take me seriously either, neither did Douglas Lueneberger.
Here are the facts that concern water rates and penalties and who knew what and when.

Did you ever notice there are never pleasant wordsabout anyone

Councilman Darrell C. Curtis 5869 Teuscher Road Verona, NY 13478 (315) 363-2763

Rome Sentinel 303 W. Dominick Street Rome, NY 13478

Letter to the Editor,

If a solution to the Tax and Land Claim issues with the Oneida Indian Nation were “Baby Simple” as stated by Scott Peterman’s editorial the problem would have been solved years ago.

As the only Verona Town Board member remaining in office since the Oneida Indian Nation planted the seeds that have grown into to the economic engine that is now the Turning Stone Casino Resort complex I have a perspective on this issue that Mr. Scott Peterman does not.

I most surely do not always agree with Supervisor Reed. However that being said I know the reason for and do agree with Mr. Reed’s position on this issue. I have sat in the same meetings as him and am informed on the issues – Never saw Scott Peterman at any of those meetings.

Had Mr. Peterman spent the countless hours in these meetings trying to find an answer to the Tax issues as Mr. Reed, myself, the other Verona Town Board members along with Federal, State, County and School district leaders perhaps he too would be able to make more informed statements.

For Mr. Peterman to infer that a resolution to what has been in litigation for twenty plus years as “Baby Simple” is nothing short of being just a little slow on the uptake. We have a battery of lawyers, engineers and accountants in addition to our elected public servants all the way up to our Federal representatives that have been searching for a resolution that is workable for all involved.

While we, as a group of professionals, work tirelessly to solve as enormous a problem as the Town of Verona has ever seen we are forced to bear the brunt of inflammatory pot shots.

Mr. Peterman if you have so much to offer to the Town of Verona, we have several offices up for election this fall, please run for one of the Verona seats in the next election – Oh that’s right, you can’t as you don’t even live in the Town of Verona do you.

Councilman Darrell C. Curtis
